About the Management Team

Robert Bell, President & Co-founder
Precision Time Systems was founded by Robert Bell and his brother. They shared a vision to build the company into an innovative industry leader, while maintaining honesty and integrity and providing outstanding customer service.

As the company has grown over the past 28 years, they have maintained a focus on those same core values. As a result, that vision has become a reality. Precision Time Systems has earned a well-deserved reputation for excellence and integrity and is widely recognized as an industry leader in Parking, Access & Revenue, CCTV, and Building Access Systems.

Frank Fieni, Sales and Project Management
Frank has more than 16 years of direct experience in the parking access control arena. He brings expertise in both Sales and Project Management and is a trusted resource in the design and installation of integrated solutions.

His background covers many complex technological applications. Although experienced in many market areas, he has developed special niche expertise in developing and installing solutions in major airport and universities.

Robert Hacking, Operations Manager
Bob oversees the day to day service and installation process for Precision Time Systems.

Louis Pagliuca, Operations Manager
Louis oversees the day to day service and installation process for Lelco Sales and Service.
